Germany: 51-year-old Lebanese migrant remains free despite harassing and stalking children for 2 years in German town of Zetel

100 investigations were launched and yet the man remains free

An asylum seeker believed to be from Lebanon has terrorized the German town of Zetel in Lower Saxony, where he has been harassing and stalking children for two years, including confronting children at schools, kindergartens, and bus stops.

Despite 100 investigations being launched against the man, authorities have been unable to stop him, which has led the community to go to the press with the issue.

Authorities and residents believe he is mentally ill, but there has been no action taken due to a judge.

The migrant, who is 51, is known to stalk children outside their school and near the kindergarten, according to Mayor Olaf Oetken, who spoke to NDR. According to the mayor, the man has become violent on occasion, and in recent times, his behavior has grown increasingly threatening and aggressive.

First Councilor Bernd Hoinke believes the man is mentally ill but there is no official diagnosis yet, even though the man received temporary psychiatric treatment.

The migrant is not only being investigated for harassing and threatening children, but also for theft, trespassing and public disorder. Police are looking to lock the man in a psychiatric clinic permanently but they are still awaiting a court order. So far, a district judge has refused to issue an order.

“With our statement, we would like to draw the relevant authorities’ attention to the fact that, in our view, there is a potential danger,” read a statement from the community.

The case has become so pressing that the local political class is convening a conference at the municipal level in the Friesland district.

The issue of mentally ill migrants arriving in Germany represents a historic public safety issue, but many skeptics question just how mentally ill these migrants are or whether they are simply acting out of pure aggression. The Afghan man was known for a long history of violent acts and was supposed to have already left the country.

Federal Interior Minister Nancy Faeser (SPD), who has overseen an incredible spate of foreigners conducting terror attacks and crimes, said that authorities need to deal with mentally ill offenders more strictly.

“The police must be able to recognize the risks posed by such people as early as possible and intervene,” she said.
