Apart from Kushner those who are aware of the details of the proposal are State Secretary Mike Pompeo, the special envoy to the Middle East Jason Greenblatt and the US Ambassador in Israel David Friedman. The full proposal will be unveiled after the parliamentary elections and the formation of a new government in Israel.

The US administration fears that some parts of the proposal may not be well received by either the Israeli public opinion nor the Jewish lobby in the US. In Warsaw Kushner will concentrate in getting Arab states on board. This is because it is reported that a key element of the peace plan are parts relating to containing Iran’s influence.

Kushner hopes Arab states will give financial backing to Palestine and agree in the long term to recognize Israel

Palestine will not be represented at this week’s Middle East Conference in Warsaw. It views the US as being an ally of Israel and therefore not able to play a mediating role in the conflict.

Undoubtedly the fact that the peace plan is being unveiled in Warsaw is a diplomatic coup for Poland. Poland is becoming a key ally for Israel in Europe. Like Spain in 1991 when that country hosted a joint US-Soviet Middle East conference in Madrid, Poland is attempting to use the Middle East debate as a means to establish a more global diplomatic presence.
